For Google +1 you can only click once .. thats it... it doesn't allow multiple clicks

in FB there is a like button so same as in google+ we have +1

I think you should first have a Google+ account and before clicking +1, you should have logged in Google+ account. It accepts only one click per page. If you click the second time, it will negate the click (like the Like button in IF).
