He doesen't love Meera, but has a deep soft corner for her which attracts him to her. Of course when that soft corner can turn into something more, one doesen't know. I don't think that at the moment he is in love with Tulsi. He despises her. He is essentially a very confused man becuase he has allowed women to play truant with his brains. This is what happens to Kaan ke kacche men.
