means she is addreasing arnav lad governar means as if he is a a governor of somewhere as he talks in very akdoo style. And lad means jise sar par bitha ke rakha jaye aur khub maana jaye etc etc.

oo it means jise logon se akad ke baat karna aata ho jaise kabhi kabhi bahut uchi post ke log karte hon aur log usse bahut maante hon aur jo wo kahe sunte han actually it is a type of pharase used for person who never talks in a simple mannar and thinks i am very great
