my great grandmother had 14 kids, one time she got pregnant at her second eldest daughter's wedding.

Yes Blue Ice ji I guess the legislators were also looking at the issue of child marriages and Balika Vadhu.
Personally this practice should be stopped if not discouraged.
Setting an age limit for this would be preferable.
In certain rural communities it has been their culture to arrange for early engagements but in modern times this may not be practical.

As far as I know in India the legal age for marriage is 18 for gals and 21 for guys. The govt wasnt trying to legalise sex all the way but only non penetrative sex amongst the 12-14 yr olds, though how they planned to prevent the 12 year olds from crossing that limit is beyond me

Some big shot's kid must have got into trouble for fooling around with a 12-14 yr old girl hence the initiative. Otherwise I really do not know of any 12-14 yr old who was legally punished for it. I still fail to understand what prompted the legislators to bring this out.

Interesting. In Singapore a 13 year old girl had consensual sex with several persons and got pregnant too. They rounded up many and jailed and caned them. Those minors at the time of offense were separately charged punished with lighter sentences, probation, community work etc.
Apparently the girl knew some of the men through the Internet!
