"leaving" is a verb indicative of an act that is currently happening, in action, in motion, so to speak.

So it's very easy for someone who is thinking of leaving, to vote "I am leaving" and then leave. The option does not say "I have left", implying that they have already left the forum, in which case they can't vote obviously. 😊
