An appeal to end stray cattle menace in Indian cities or urban India by closing or removing all illegal or unlicensed dairies and cattle sheds.

What should be done to end the stray cattle menace in Indian cities or urban India?

1) Break unholy nexus between stray cattle owners, municipal officials and politicians.

2) Delhi High Court 2002 Order: Cancel the license of the dairy and cattle shed if its cattle stray(s).

3) Delhi High Court 2002 order to the Police: Use Section 289 IPC (Indian Penal Code) to prosecute and fine stray owners for each stray.

4) Delhi High Court 2002 order to the Delhi government: Disconnect power and water supply to illegal dairies and cattle sheds.

5) Delhi High Court 2005 order to the Police: Close or remove all illegal dairies and cattle sheds using Section 133 Cr.P.C. (Criminal Procedure Code).

6) Implant microchips (virtual registration books) containing ownership information or details in all cattle.

7) Impound / seize / confiscate any cattle that's found without a chip as in Delhi.

8) Increase the municipal fine amount to Rs.10,000-15,000 for each stray and arrest the owner if s/he commits second offence (as in Delhi).

9) Animesh Banerjee (President of the Indian Dairy Association): Enforce a ban on the selling of unpasteurised milk as in developed countries.

10) Relocate all dairies to the cities' outskirts as in Delhi in accordance with the Delhi High Court order.

11) All of the above

I'd like to clarify that Animesh Banerjee is the President of the Indian Dairy Association.

Each and every dairy of this association:

1) Uses modern scientific dairy farming or dairying techniques and sells only pasteurised milk.

2) Doesn't allow its cattle to stray outside its premises.

3) Provides clean fodder / hay to the cattle.

4) Is legal / authorised / registered / licensed.

However, there might be some notable unscrupulous fringe elements (exceptions), which despite owning modern dairy plants do not treat their cattle in a humane way. Some of these helpless creatures are unfortunately beaten up cruelly if they do not co-operate while milking. The workers give hormonal injections (oxytocin) to these cattle so that they yield more milk, which is harmful both to the cattle and humans (consumers).

On the contrary stray cattle owners:

1) Use unscientific dairy farming or dairying techniques and sell only unpasteurised and garbage tainted or contaminated or polluted milk.

2) Allow their cattle to stray from dawn to noon / dusk (some allow their cattle to stray till 10:00 p.m.)

3) Have their strays rigorously trained to feed exclusively on the garbage stuffed plastic bags only / alone.

4) Run / own / have bootleg / illegal / unauthorized / unregistered / unlicensed dairies and cattle sheds.

5) Their dairies and cattle sheds are usually on the roadsides, which is a perennial (throughout / round the year) source of nuisance to the immediate neighbourhood / neighbours.
