I think Pratigya should make the first move because lets face it Krishna has done enough! Although it will depend on the circumstances they find eachother. If Pratigya finds Krishna on that cliff she will make the first move but if Krishna thinks Pratigya has been burnt and then sees her unharmed he will make the move.
