As I stated before one cannot ask such a sexist question in our modern and civilized society. One can be dragged to the court for asking such a sexist question. (Though you can very well ask why men and women wear short clothes and the answer to such a question can be traced back to pre-civilization period.)

Of course tribal women are women and their photos clearly show how women prefers to dress up whether they live in forests or cities. Why do they dress up like that? Because its perfectly natural to dress up like that, only those who are not ashamed of their bodies can dress up in a way which you call revealing. You need to understand that in old days men and women didn't use to wear clothes. Later as civilizations came into existence rules and regulations were made and men and women started wearing clothes according to the climate of their region. Now wearing clothes doesn't mean that they have to cover up from head to toe.

You are mixing up two issues; poverty and choice of clothes. Tribals wear clothes the way they wear because its the only way they know, they don't follow the rules and regulations of the modern civilizations. Its perfectly normal for them to dress up that way, it has nothing to do with poverty.

When humans migrated from warm climate regions to cold climate they might have used animal skins etc to keep themselves warm. Were all people poor before the idea of stitching and clothing came into existence? Were women poor when there was nothing called bra and they didn't use to cover up their upper body part? There was a time when naked body was not a taboo and there was no such thing called modesty.

You have seen pictures of how tribal women and men dress up. You must have seen men and women dressing up in minimum clothes (or revealing in your words) in modern societies. What does that tell you? This is how they like to dress up. Their bodies feel trapped inside clothes especially in summers. Clothes are required only in cold weather to keep the body warm. There is nothing like revealing/more revealing/less revealing. Today, people wear clothes as per their taste and liking and climate. Not everyone is forced by religion to cover up from head to toe. There are people for whom its mandatory for whatever reasons to cover up from head to toe, in their case showing a toe or finger could be a case of revealing. On the other side, there are men and women for whom wearing tiny shorts and skirts is not revealing but bikinis could be. If you are on a nude beach surrounded by naked men and women, nothing is revealing but everybody is at peace because they are in their birth suit and most comfortable in harmony with nature.
