Dev does tell Radhika towards the end of the phone call, before her Gouri pooja, that he is going to meet her.

When Radh got ready and was seen last talking to Vish she was wearing sari with green border and she had different neckless witth big redstone in the middle so the saree and and ornaments are not the same as Radh wore them.. This might be a dream or just a promo..
