On a different note, I don't understand this National Television business. Isn't Doordarshan the official national television channel. Seems like every channel wants to call itself one.

Well...
National Channel is the channel that's aired across the country not just a particular region. There are channels that are just 'Regional Channels' say for example ETV, SunTv, AsiaNet, Oriya TV etc.. These private regional channels are neither completely entertainment channels nor exclusively news channel. They sort of follow the same format of Doordarshan but on a smaller scale. Doordarshan is the first and oldest National Television Channel of India.
Today, we have channels like Zee, Sony, Star Plus etc that are more national channels. They have their categorical channels that are either just entertainment or just news. ZeeTv and Star Plus however also have some regional channels under them.

lets assume this new guy is for nupur but he makes appearance just 4 a sec and the rest of the screen time is devoted 2 mayur. he becomes the topic of discussion b/w mayur but his persence personally will not be felt regularly. he comes and goes...but iam sure he is there just 4 a while coz ultimately mayur n sajan r leads..new characters come n goes..they won't stay 4 that long..
