Umm....I doubt it, because he usually accepts people, and he didn't reject me and I am not from India either. Maybe he doesn't add people without profile pictures? If you don't have a picture that could be a reason, he might thinks its a SPAM account or something?
I honestly don't think he has any malicous intent, its probably something petty.
Just keep at it.
