Regards banning
A lot of the free services that your govt provides you are run from taxes from liquor and tobacco. If you ban these products, you will lose access to all those services. One of these days you should check your tax bill and see where the funding is coming from.
Even if you ban them they will go underground, you wont get the benefits of the services only the black marketiers will make money. If I am not mistaken, one of the stringent religions has verses in it against smoking, but that hasnt stopped those folks from smoking:)
I think it is completely illogical to ban something, if you ban something you just invite more people to try it. Lots of drugs are banned in India, still people find ways to get their hands on them. Especially college kids. You live in a democracy, you live like a democracy, dont be a selective dictator

To discourage smoking, the prices of cigarettes in Singapore is taxed very hard. No selling of cigarettes to those below 18 yrs. No smoking in offices. No smoking in public enclosed places n cinemas etc.
Still it is not good enough, but many have given up smoking here.
In China almost everyone seems to be smoking as there is not much control, just like Korea n Japan and several less developed countries.
Young people should be barred from smoking. Let the adults kill themselves if they want to.

And I think all young people should be forced to wear the trousers/skirts over the waist and covering their entire legs😉
On a serious note all the laws that you mention are already on the books but just not enforced😆

High time they banned smoking forever. even though some people are against smoking and supporting the banning of smoking, smoking will not be banned and will never be banned as they are actually giving profits both to the private sectors and government sectors.
All the religions should ban it for a start. nowadays people are living in a secular environment where religion are not that truly significant and influential in human lives as it was before. only those radical religious people will be following if religion institutions should ever decide to ban smoking.

Yes enforcing laws in some countries is difficult especially since the policemen themselves are often involved in crimes. Not all countries can afford to pay them well.
