Do u guys mean that Balram ji expansion of Vishnu ji since Sheshnaag ji expansion of Vishnu ji? I understand it that ways.
In Garga Samhita, 10th adhaya, 32nd shloka its mentioned that Balraam ji is avtaar of Sheshnaag where Ved Vyas is saying to Nanda Baba, "Tumhara bada sobhagaya hai...is shishu ke roop mein sakshat SANTAN devta Sheshnaag aapke ghar padare hain."
In Bhagvad ji also its mentioned, Dasham skand, 2nd adhaya, 4th and 5th shlok:--
4th shlok
ake tarmanurundhana gyatayaha paryupasate
hateshu shateshu baleshu devakya augrasenina
5th shlok
saptamo vaishnavam dham yamanantam prachakshate
garbho babhuva devakya harshshokvivardhana
Kuch log upar upar se uske(kans) man ke anusar kaam karte hue uski seva mein lage rahe. Jab Kans ne ek ek karke Devaki ji ke 6 balak mar dale tab Devaki ke satve garb mein Bhagvan ke Ansh swarup Shri Shesh ji jinhe anant bhi kehte hain padhare. Anand swarup Shesh ji ke garb mein aanke ke karan Devaki ko swabhavik hi harsh hua parantu Kans shayad ise bhi mardale is bhaiya se unka shok bhi bad gaya.
And then Lord Shri Krishna said to one of his powers, "Yoga Maya" to put Balraam ji from Devaki jis garb to Rohinis garb.
So, Balram ji was Shesh jis avtaar who is Vishnu jis avtaar. Therefore ultimately its Vishnu jis avtaar but from one of his avtaars Shesh ji 😊

Rajnish actually in Srimad Bhagwad puran they have mentioned 36 avatars..but 10 are considered to be prime avatars..and top of it ..Srimad Bhagwat says that Balram is Vishnu's incarnations..so we cannot deny tht fact..Prishnigarbha and Hamsa avatar are also mentioned...i will try to post all those names later..😃
