yeah dev is her Kanha..remember in the first episode where they introduce Rads byshowing her dancing with Kanha and Gopis and when Kanha tries to grab her she runs away then Kanha plays music frm her flute and she comes back to him as if some magical chord is pulling her...
Similar stuff was shown when Dev's and Vish's marriage was decided and she came to deliver Dev the letter which Vish had written for her. She was shown going to the opposite direction bt then Dev plays the flute and she was drawn towards him immediately just as the snake goes wherever the snake charmer plays....
So they showed in the serial very clerly that Dev had taken that place long ago
