Well looking at the symbolic importance of the chua/rat in Lord Ganesh's history, you could say that...But I know a Kali/Devi mandir in the south gives great importance to the rats.

Actually in hinduism we offer food to lower life forms (animals, insects) as a form of prayer, we are helping others who are not as blessed as humans who can think, walk and gain food easily..
