I don't think so. Usually people do things only if it is beneficial to them. No one is stupid enought and willing to downgrade themselves IMHO.

I am also fed up with people bashing on HR every opportunity they get.

I am not his supporter or fan but he must be doing something right to be where he is. One does not have to like him but no sense picking on him either.
