FIFA did exactly what you said above.The 8 group winners will play against the 8 best 3rd placed teams.
Out of the 12 runners up, 8 teams will play against each other, South Africa v Canada, while the remaining 4 runners up will face the remaining 4 group winners like Brazil v Japan.

I meant the 4 winners that should have faced 4 runner ups should be the ones with lowest pts in that case it will be Belgium, USA, Germany as they have 5 and 6 pts and Colombia with 7 pts and lowest goal diff . But all these 4 teams are facing the 3rd placed teams.

However Netherlands, Brazil teams that had higher pts goal differences are facing the 2nd ranked teams
