True, Congress really has no organizational backing like RSS etc so they let the party thrive through grass root cadre leaders like sarad pawar, mamta benerjee and ysr etc. But when these regional satraps grow stronger than the high command they cut them to size the outgrown one's flee and start their own regional party and start playing the regional or communal card to their advantage. It's the divide and conquer rule of the British continued till date through Congress.
