Yes. The US govt has announced process being set up. Below are the details.

Following a February 20, 2026, U.S. Supreme Court ruling that struck down certain tariffs imposed under the International Emergency Economic Powers Act (IEEPA), the U.S. government is currently developing a system to refund approximately $166 billion in unlawfully collected duties to importers. [1, 2, 3]

Current Status of Refunds

  • System Under Development: U.S. Customs and Border Protection (CBP) is building a new module called CAPE(Consolidated Administration and Processing of Entries) within the existing Automated Commercial Environment (ACE) portal to handle the high volume of claims.
  • Progress Timeline: As of March 19, 2026, the system's components are between 40% and 80% complete. Testing is currently underway, and the system is expected to be operational by late April 2026.
  • Immediate Interest: Refunds will include interest, which is estimated to be accruing at roughly $650 million per month while the system is being finalized. [1, 2, 4, 5, 6, 7]

Eligibility and Filing Process

The refund process is not automatic; importers must proactively submit claims. [8, 9, 10]

  • Qualified Recipients: Refunds are issued only to the Importer of Record (the party that directly paid the duties to CBP).
  • Eligible Tariffs: Only tariffs imposed under IEEPA (often called "reciprocal," "fentanyl," or "trafficking" tariffs) are eligible. Section 232 and Section 301 tariffs are not affected by this ruling.
  • Four-Step Framework:
    1. Claim Submission: Importers upload entry-level data (via .CSV) to a dedicated portal in ACE.
    2. Mass Recalculation: The system automatically removes IEEPA tariffs and recalculates the amount owed.
    3. Liquidation Review: CBP reviews the entries to finalize the refund and interest amounts.
    4. Electronic Issuance: Payments are made via ACH (Automated Clearinghouse); CBP no longer issues paper checks. [1, 3, 4, 11, 12]

Key Actions for Importers

To prepare for the portal's launch, businesses should:

  • Verify ACE Access: Ensure your company has an active ACE Secure Data Portal account.
  • Enroll in ACH: Confirm banking information is current in the ACE system, as paper checks are no longer used for any CBP refunds.
  • Audit Records: Organize entry data and proof of payment for all IEEPA-affected shipments to be ready for the required .CSV uploads.
  • Consult Legal Counsel: Many companies are filing individual lawsuits in the U.S. Court of International Trade as an "insurance policy" to ensure they receive full compensation. [1, 12, 13, 14]

Information for Consumers

While the government is refunding importers, it has no legal obligation to ensure those companies pass savings to consumers. Some major retailers like Costco and FedEx have faced lawsuits or made public pledges regarding passing these refunds back to customers through lower prices or direct reimbursements. [3, 15, 16, 17]

I wasn’t making stuff up. He speaks about the “largely peaceful majority” attending funerals of Islamic terrorists that apparently have no religion but do when it’s time for their funeral

You tagged me about the verses... well, they are not God-made but men-made... the Quran got changed throughout times to accomodate certain interests... to me, they have no value as they are against humanity and in favor of supremacy... words are tools like weapons.

How often have I to state that I don't believe in a n y religion because the good essence a religion may have gets distorted for selfish reasons... so one can throw at me whatever verses and I will say "so what" that isn't an excuse for doing bad things and be a bad person.

My belief is - here in the forum and elsewhere - what Rizwan's mother said to his autistic son in My Name Is Khan: "There are only two kinds of people in this world. Good people who do good deeds. And bad people who do bad. That’s the only difference in human beings."

To me, this is something every human being has in itself, the good and the bad... it's the choice one makes that makes the person.

If an (alleged or genuine) "Beginner" comes into the forum citing selected Quran verses combining it with "Sorry Muslims i will expose you all.", the hate shown is something bad in my mind, so the intention of this 'new' member is bad at this moment (joining a chorus of those who can't stop to 'prove' how bad Islamic extremism is by flooding the forum with respective tweets... gosh, we a l l know how bad it is... these rants change n o t h i n g... they are like mutual 'pats on the back' - imo).

However, I really like when members keep to the topic and show that it is n o t really about Islamic terrorism in this war... so many good (and fitting) thoughts smiley1
