I agree, it should be available for anyone to have it installed which can curb fraud, monopoly of producers and we might finally get good content.
In US they use Neilson Ratings, which looks at viewer measurement on all connected receivers using channel, content and programming being viewed. Having a receiver is mandatory if you are looking for content beyond local channels.
This works unless the receivers are disconnected since the viewer measurements are provided to Neilson by different satellite providers.
