Infact, when he wasn't playing a pyscho stalker he was playing the under dog who would WIN the heroine off conventionally good looking but toxic men. DDLJ(Parmeet Sethi), Pardes(Apurva Agnihotri), Yes Boss(Aditya Pancholi) etc.

It was his relatibility & underdog pity seeking which made him a great romantic hero. The women went AWWWW and the chapris went "Isko Madhuri mil sakti hai to humein kya kami hai? "🤣

a) using standard 'rules', then there aren't many, indeed

b) using own impression, then personal perspective clicks

c) using the heart, then what is perceived as 'ugly' by others, is perceived as "good-looking"

Most handsome heros bollywood 90s to 2005 (90s was only decade when most heroes were better looking than heroines and gave tough competition to heroines)

I agree, very few good looking men in Bollywood. Objectively speaking, I agree with your list. I find Vidyut Jamwal, Harshvardhan Rane and Saqib Saleem also very good looking. But they are not everyone's cup of tea/don't have that mass-appeal. The three Khans are more charismatic than physically good looking in terms of facial features. Though, Salman was quite handsome in his prime.
