Could very much be the possibility.. Even in today's press briefing they told Pakistan did not shut down the airspace for civilian planes despite an expected airstrike between Karachi and Lahore... They wanted a plane to be downed... If India doesn't give them a chance they may very well do it upon themselves to pin it on India.
