How about this. We anhillate them and then all the Muslims who love Pakistan to go and rebuild that country from scratch and they have full citizenship of the new Pakistan. We will build all the buildings for them with only 20-30% profit margins as long as they agree to never have an army and only police as they never have to fear us. Will that work for you ?

I will throw in a pav bhaji and kulfi party once a week for the ones that move there too.
