IAS can technically call the shots — they are authorised to make decisions on behalf of the government in crisis situations but it’s not a demotion. IG / Superintendent of Police are on equal stage though they consult IAS officers before taking any actions.
The training, the preparation after you have selected the civil service in which you want to be a part of is completely different. IAS officers are more trained to handle crisis & are given mental training, not that physical training is any less. But for IPS, the physical training is as rigorous as military training. They have practical field work, are trained in criminal investigations/ counter terrorism squads so you can imagine the training they’ll undergo. They are expected to work in any circumstances regardless of weather / conditions or any external factors.
We can switch careers but it’s not an everyday occurrence. But usually people switch from IPS to IAS not the other way around. You can switch if your partner in case of marriage to an IAS officer. But that involves a lot of paperwork which frankly isn’t easy. ( you can search in google if you’d like )
