The technicality is a bit different actually. According to the rules of the UPSC, a person who qualifies the IAS (Indian Administrative Service) and the IFS (Indian Foreign Service) can't even appear for the Civil Services Exam again. Plus, after you join your posting as a full time officer, the IPS officers do have their own powers but act on the instructions of the IAS who is either the SDM or the Divisional Magistrate, basically Collector. I know all this since I wish to appear for CSE once I complete my higher studies. 😅😅
But the Ganjophiles sitting in the Goregaon Film City don't care about all this. They'll make a mockery out of the Civil Services to which lakhs of people dedicate multiple years of their life, most failing, a miniscule achieving their dreams. They're smoking like very serious stuff.
