Of course they can do a surrogacy track for drama purposes, but i do not think that they will in rishta. this show has a pretty standard template of the FL's first child not surviving, after which she has two babies. Plus Naira also went for fertility treatments, so i feel this would be some sort of a parallel to that.

Where did surrogacy come from? They are saying IVF na in the update! Both are different!!
If they go with surrogacy track with Ruhi, good bye to Rishta!

Ruhi already had a baby of her own, so it would not really be as big as a conflict as it was in ghum, apart from Abhira getting taunted but woh toh roz hota hai thats nothing new.
