It means, you are still reeling under so-called summer. For us too,15 degrees means heat wave!! But, for Indian standards, 15 degrees means winter!

Madi, 15 degrees in some states of India means winter definitely but there are states in the north that still have minus degrees n snow. India is so vast, so we cannot generalise.
