Had ruhi met abhira in pleasant situation where there is no armaan, or had any bond with abhira independent of akshara she wouldn't have hated abhira too.

She and abhir shared a bond, had their moments. But with abhira their relationship started with cat fights because of armaan, her moving on can't mend her relationship with abhira completely. Abhira being akshara's daughter is another reason to justify her hate. Not the only reason. With abhir, it was different. Having a feeling they will unite ruhi abhira again through abhir post baby truth revelation.
