I think it means you can have a maximum of 2 images. You can also have only one image if you want

Well, each character listed can show up on the banner once or twice on one banner. We don't want fanwars or insinuations that one character was preferred over the other by the banner maker (or the DT) or for one banner to get more preference simply on the basis of who got more space on the banner, so this rule is to kind of ensure that each character gets more or less equal importance.
