Actually in a way it is justified he didn't reciprocate the hug. Thodi der pehle he was in electric room crying with ruhi over their adhuri kahani & ruhi told him clearly she can't see him close to abhira. Uske baad dance karke eye lock ke time abhira aayi aur yeh baag ke gaya & if he had hugged her back ruhi wohi uska sar phod deti after she told him not to say anything she understood what his eyes were saying.
