Raees was a gangster film, and Nawaz's character the policeman was more powerful.

But Do they try to stop same type of movies being made in Pakistan or it just applies to Indian movies.

I reckon that's the essence of effective propaganda. Top Gun does include military propaganda, but it also takes its cinematic craft seriously. There's a ton of effort put into characters, dialogues, and the overall story. Fighter may have nailed the planes/action and military outfits (We will see that), but the dialogues in the trailer sound like they were written by the same factory who writes WhatsApp forwards.
