I doubt.

He has it in him to be totally vengeful.

That's how he was able to take the haveli and Badshah away from her.

I agree he has softened since then for her. But Arjun is pushing his buttons. Right now it is more about getting back at him. Aur uspe koi taras nahi aayega sahab ko.

He knows very well that he can take care of her better than anyone, so considering handing over Tara to Arjun, Dev won't do that.
