They divided the teams into various leagues and also considered prev ratings.

Netherlands, SL and WI were the bottom of the Super league and had to play the qualifiers with other teams. And WI lost their matches. 
I think Pakistan should perform better in the upcoming matches. I don't know why they are going into shell. They have to play attacking cricket.

I know economics is probably involved in these decisions, but if the game is dying shouldn't the overall Cricket fraternity be encouraging more teams/ countries who play the game? And one way of doing so would be having Top tier teams play against them so they can get better. I guess it's not a profit making scenario but still .. they could have had a 3-nation tournament or something with two A-list teams and one kaccha nimbu team so it could have been a win-win all around.
Idk much about how the organization etc work, but it just seems to make sense to me this way.
Cricket Experts on here would probably know better.

I'm probably behind the times where Cricket is concerned but I thought these top tier teams were an automatic shoo-in for events like the WC and only the bottom rung ones had to battle it out to qualify.
