They not yet Qualify for World cup, those countries got un-limited oppertunity to showcase their talent but point wise they left behind, For example Westindies team never played international cricket "as a team" its shame that present team not Qualify for WC. ALSO you must need to play many cricket abroad zimbabwe not doing that, Few years back their Board Involved in match fixing, ICC suspended them for 365 days.while Ireland play limited very few matches 90% in their own back yard.
Rules is every country with ICC membership need to improve with continued matches at home & away or You must need to participate to Qualify in Qualifiers,
(country like Aus not even wants to play Afghanistan which i think very rude reason aus given, " Taliban not respect women in Afghanistan " )

20 team or 24 will participate in next T20 World cup in USA & Westindies you will see them there ( june 4-30,2024) because those minor countries Qualified in last Qualifiers.
SA denied to play 3 ODI vs Aus during last Cycle of Qualifiers but somehow they will now in india after beating BD in eng otherwise they not Qualified for WC
you not mention Netherland ( Qualified in last Qualufier)but they are playing in WC 2023 A very good team with Vikramjit singh their opener.
ICC set the standard of Cricket plus 48 ODI in WC ( excluding 10 matches warm up in 3 days )are about right for 50/50
