The baby is 2 months old but yes at this age they can't sit yet so it's really odd. They would be lying down in a pram or being carried in a rocker in a reclining position. My kids started sitting up in prams/ strollers after they started sitting, at around 7 months.

The head is not fixed at this stage in a baby's growth.It is a fact.It can be pointed out.

same here felt comfortable with baby sitting up around 7 months
I am no baby expert but feel that’s the case with most babies. Their heads need support until at least 4 months, for some babies it’s longer.
Heck even when I was a kid myself and holding someone else’s child I was told by grown ups to have my hand underneath baby’s neck

I think baby is less than 2 months old but the parents clearly don’t know what they are doing. When I looked at the picture closely they have lots of support behind baby’s back to make the baby sit upright.

Someone get them a stroller with bassinet

you are right. Baby who less than 4 months years old could not sit. But their baby already can sit. I think the baby is more than 4 months

Those legs out pics are of an older baby.

The explanation I can find is that it is another baby and staged for photo op.
