I’m sure he has since he’s wearing the Ihram (the white clothing wrapped around him). He probably managed to be more incognito once inside the main mosque.

That confusion is more common than you think. Plus in some Muslim cultures like mine we tend to call someone Haji even after Umrah when Haji is only for those who’ve performed the actual Haj. So this only adds to the confusion.
