Newbies CAN send pm. They just need to enter the captcha and pm limit is 5 per day.

Instead of blocking pms there should be an option of enabling or disabling pm from everyone vs buddies just like in tag or testimonials etc. People who are getting harassed can enable that option. That would be a proactive approach rather than a reactive one such a blocking after getting abused.
