Yes... but that's the trick the makers played and V looked dumb.
The officer on accident site very specifically said 2 bodies were beyond recognition and Sai was unaccounted for in the alive persons... V saw her saree piece at exact same spot. So in that moment he presumed she died.
Where it is wrong is, if the bodies were so unrecognizable, they should have preserved instead of cremating on the spot. So that the identity can be traced later. The officers are stupid. Destitutes bhi marte hai to police preserves the body so that someone can claim.
Without ascertaining the identity how can you just cremate, what about religious practices????

V is an idiot for agreeing to this easily... he should have kept/demanded the ashes. And he should have questioned the officials how can they cremate without informing the relatives.
