They don't need to reduce budget. They need to manage their budget properly.
Stop putting actors on a pedestal (especially male leads) and giving them unreasonable amount of money which leads to cutting costs for production Audience has mostly stopped their hero-worshipping of these actors. But producers are still in this notion, that movies only run because of the lead actor's stardom and audience doesn't care about anything else in the film.
There was a trend of Bollywood movies being shot in abroad in late 90s, early and mid 2000s especially by YRF and Dharma even though it has no bearing to movies plot, because Indian audience loved seeing foreign locales. That trend stopped because audience got over seeing foreign locations in movies. But it took some time for Bollywood to get that message.
It would again take time because Bollywood as usual is slow in getting something.
