There is no official way to know as OTT services do not release viewership.
Although Netflix is putting out more numbers recently so you can compare films that released on its platform to each other. According to their recent report, Haseen Dilruba, Sooryavanshi (ongoing), and Mimi were their most watched 2021 films in that order.

Separately, Ormax also independently conducts heavy research and surveys to determine film views. I wouldn't blindly trust them as it is dependent on the sample size they are looking at but their findings say that Atrangi Re and Shershaah were the most watched films last year.
