B is given justice while A is criticised,fined and sent to jail

Scenario 2:

C steals from D who is a spoilt brat,has already committed petty crimes here and there and was also an eye witness to the theft by A from B but chose to remain silent since he/she was bribed

Now,D is a victim of theft due to her own karma,Accepted.But just because D was a wrong person you can't just stop giving the same criticism,fine and jail term to C.

C should be fined,criticised and sent to jail as well since in the eyes of law all are same
