I'm a subject matter expert and hence my post above. If you don't pay the duty, it is smuggling. It is not a matter of whether it comes to the airport legally or not what matters is whether it is released from the airport after payment of dues.
The only illogical thing they are showing is a police commissioner getting involved rather than a customs officer. The procedure as you pointed involves payment of the duty plus interest plus penalties. In normal cases, the duty is passed to the end consumer but here since Raghav isnt paying, he's earning a higher profit margin.
Imprisonment is rare in case of income-tax (very rare) but it is more severe in case of customs (it is easier to catch a customs evasion practically). Here since the new officer isn't accepting the bribe they are stuck.
