Raghav losing memory doesn't make sense because mandar is already suffering from amnesia. No matter how illogical ITv shows are it still need to make some sense to move story further. If both MLs forget Pallu then where is the conflict??

Regarding validity of Raghvi marriage There are enough loopholes in our law system they will justify Raghvi marriage somehow and Mandar was dead in papers too so its not easy to dismiss a death certificate. There is a real life story of a Farmer who was declared dead by death certificate and it took him 19 years to prove that he wasn't dead at first place and he is still alive
