Ved probably always planned the mind games, but he got a golden opportunity thanks to Sunny and Raghav. Through Sunny, he was able to figure out that Pallavi is tied to both Mandaar and Raghav, and Raghav showed his hand perfectly with "Pallavi ka naam mat le". It's been Ved's game through and through, and he's been dealing Raghav blow after blow, coming out victorious in every interaction.
That's why today's scene worked so well. Raghav may have beaten him up, but both of them knew, Ved won again.
I actually don't mind seeing Ved get the better of him. Coming from any other villain (say, a Sunny), I feel it would have undermined Raghav's character to be on such a backfoot, but because of Ved's history with Raghav, this works perfectly. He's just the right person to be pulling the strings. Also, with Ved getting win after win after win, it feels like we're being set up for Raghav's 'rising from the ashes' moment, and the worse he falls right now, the more glorious it will be when we get that.
I want him around during the Mandaar track too, because his methods add some flavor to the show that would keep it from becoming a typical, dramatic "pyaar vs farz" love triangle.
