Maybe he believes instead of facing Raavi’s anger, blames, tears and possible complaints about Shiva and his characteristics in comparison to his, it’s better to bury the hatchet and be done with that nightmare. He wants to move on and hope that Raavi will Move on to... with Shiva. He knows his brother and loves him too much. So he thinks Shiva will fill the void he have left with happiness. But Shiva is different with family and he is different with Raavi so the probs are arising. Dev have over estimated his brother.
