Maybe, currently, he is in an awkward state as Raavi was about to share with him had not Rishita happened was a relationship which is a sexual, emotional and societal bond.

It can be too much for a man to handle, knowing that now the same woman is his brother's wife and his brother knows what his wife must have felt for Dev at one point in time. It's highly complicated as an emotion. Very similar to what Shiva must have felt looking at that gift.

The thing is Dev is non confrontational. Maybe he believes instead of facing Raavi’s anger, blames, tears and possible complaints about Shiva and his characteristics in comparison to his, it’s better to bury the hatchet and be done with that nightmare. He wants to move on and hope that Raavi will Move on to... with Shiva. He knows his brother and loves him too much. So he thinks Shiva will fill the void he have left with happiness. But Shiva is different with family and he is different with Raavi so the probs are arising. Dev have over estimated his brother.
