It's a universal fetish. Foreign men have it too I know one who watched Kabhi Khushi Kabhi Gham just for that. Maybe it's more common in India because the navel is usually the 'exposed' part in India. Many women who are supposedly conservative , walk around with their bellies dancing out of the saree and men try to sneak a glance. It used to be the cleavage of India. And like others have said there are whole songs centered on the belly button in Tamil and Telugu films. Plump women acting like they had appendicitis used to be the definition of sexy in some industries.
I read somewhere that a breast milk fetish is on the rise among Indian men. That husbands beg their nursing wives for it. Personally that's so disgusting ;I 'd rather deal with a man who has a pee fetish or some BDSM crap than someone who wants me to be his mother. It's a Freudian nightmare.
