Yes, there is internal ghapla & Devraj's name is associated as he's the CEO so the prime person of interest hence I can understand some ghaplabaazi within the company: it was negligence that will account for the penalty. What devraj did with bribing the bikers though & going against his principles, that was just a sort making me feel that part in the story was exacerbated & him being unworthy of trust because if he rushed to get the deal passed, then he definitely deserves to be questioned & pay the fine for this.
I think that was his insecurity, he thought Vijay might be cancel the deal for their personal differences.
He's also in fault that he didn't check the supplies properly by himself. But for that he can't be labelled Deshdrohi!
