I remember when WTO was formed many companies didn't want to come to India for the same reason. While the entire world was moving on and implementing new intellectual property laws, India was still stuck in 60s and 70s.
Even today we keep boasting that companies will move out of China into India after covid crisis. Unfortunately the companies prefer to move to Vietnam or Malaysia or even Bangladesh because of their simple laws and stable long term policies. The new Labour laws should help somewhat but we still have a long way to go before the atmosphere becomes conducive for industries to come here. There is always an uncertainty for companies that if a new regime comes to power after elections they tend to reverse all decisions taken by earlier govt. out of political consideration.
