Yes, she has even started planning smartly. She didn't tell Som directly to ruin the speech. She just provoked him. She is safe. She won't get exposed.

I agree she is so inhumane that she is ready to break the dreams of the boy she claims to love to fulfill her dreams and her obsession. I felt really bad at this dialogue of hers.
